From marketing pitches to scams, rebates stimulate plenty of activity

Debate is swirling as to whether the fiscal-stimulus payments headed to taxpayers will recharge the economy, but there's no question they're stimulating plenty of scammers' frauds, and at least one company's marketing pitches.

Fraudsters are impersonating Internal Revenue Service and Social Security Administration employees in telephone calls and emails to consumers, demanding personal information, including Social Security and bank-account numbers, according to the IRS and Federal Trade Commission....
